About Culture programme

The aim of the Culture Programme is to encourage and support cultural cooperation within Europe in order to bring the European common cultural heritage to the fore. The Programme proposes funding opportunities to all cultural sections and all categories of cultural operators contributing to the development of cultural cooperation at European level, with a view to encouraging the emergence of European citizenship.

It mainly promotes the trans-national mobility of cultural players, the trans-national circulation of artistic and cultural works and products and the intercultural dialogue.

With a total budget of 400 million EUR for 2007 – 2013 the Programme allows to co-finance around 230 different cultural actions per year.

The programme guide, focusing on most parts of the Culture Programme, contains all the essential conditions to apply for funding. It introduces a fixed Calendar until 2013 and provides cultural operators with the whole set of funding opportunities under this Programme until 2013.

4 November, 2009 Forum for Creative Society: Linking Arts, Education and Business

The Office of the President of the Republic of Lithuania, the Seimas Committee on Education, Science and Culture, and the International Cultural Programmes Centre initiated a conference „Forum for creative society: linking arts, education and business“ which aimed to open up „disciplinary“ boundaries and encourage dialogue between culture and arts, education and business sectors. The Forum addresses the notion of creative partnerships in terms of the relationships between artists, arts and education institutions, as well as between arts and business.

18 June, 2009 „Future City Game“ in Ukmerge

„Future City Game“ is a team based process designed to create new thinking and action to improve quality of lives in cities. The game was organized in Ukmerge, one of the oldest settlements in Lithuania. Despite the colourful history, a vibrant cultural scene and favourable geographical location, Ukmerge’s image is low and people in Lithuania do not know much about the city. The game challenged the residents of Ukmergė to come up with the best ideas for positioning their city, i.e. to create a complete and distinctive image strategy for Ukmerge.

19-20 March, 2009 International Forum „Impact of Culture: Vilnius Reflection“

The main theme addressed in the forum was the impact of cultural processes to the wider social and economic context. Forum welcomed a number of distinctive speakers from the field: Catherine Bunting, Director of Research at Arts Council England; Dr Beatriz Garcia, Director of Impacts 08 – The Liverpool Model; Natalie Melton, Commercial Director at Arts & Business and many others.

5 December, 2008 International Conference „Culture in dialogue: from EU external policies to postmodern colonialism“

Generally the conference addressed the third objective expressed in ‘Communication on a European agenda for culture in a globalizing world’ which is – Promotion of culture as a vital element in the Union’s international relations.
The first part of the conference explored the potential of culture in the field of EU external policy. The second theme of the conference dealt with a notion of postmodern colonialism. The third theme addressed the challenges for traditional cultural diplomacy within a specified region – Central Eastern Europe. The need for strategic approach to the role of culture in external relations was considered, at the same time looking at creative forms of cultural collaboration existing in practice.
